I have coded the program to run animations at a constant 60fps and the console shows that 60fps is being drawn on both Mac and Windows. However, when it is tested on my Macbook Pro Retina 15' with 4960HQ, the displayed frame rates are considerably lower. I have created an application using Java and it runs smoothly on the Windows platform.
